Changshu: Cluster aircraft carrier advances at full speed

Located in the southeast of Jiangsu Province, Changshu lies at the heart of the Yangtze River Delta economic zone. It has consistently ranked among China’s top economically strong counties and was recognized as one of the "Top Ten Well-off County Towns" in the country. As a key player in the textile and apparel industry, Changshu is home to one of the nation's leading industrial clusters in this sector. In 2009, the city's textile and apparel industry included 731 enterprises above a designated size, making up 38% of all large-scale industries in the region. These companies generated annual sales revenue of 70 billion yuan, accounting for 27% of the city's total. As an economically vibrant city, Changshu has long regarded its textile and apparel industry as a traditional pillar and a crucial part of its industrial base. To ensure continued growth, the city has actively worked on upgrading and optimizing the sector since 2003. A major step in this effort was the release of the “Changshu City Light Industry and Textile Industry Adjustment and Promotion Plan” in 2009, which outlined development strategies, goals, and policies from 2009 to 2012. This plan provided a clear roadmap for the future of the textile and garment industry. In 2003, the Changshu Clothing Association (later renamed the Changshu Textile and Apparel Association) was founded, featuring specialized committees such as the Designer Committee and the Sweater Committee. The association also planned to establish new committees focused on dyeing, chemical fibers, and printing. In 2004, several key institutions were set up, including the Changshu Clothing Information Center, R&D Center, and Training Center. By 2007, local towns with textile and apparel clusters had also formed their own associations. These efforts helped consolidate small enterprises into a unified force, improving communication between businesses and the government, and promoting more systematic and organized cluster development. The city has also implemented supportive policies to strengthen the industry. Annual industrial development plans have included increased discounts for technical upgrades by 10% for textile and apparel companies. Enterprises listed in the "1126 Plan" received additional support in areas like innovation, branding, and independent research. The "Some Opinions on Enhancing the Work of SMEs" encouraged financial institutions to develop new credit products tailored to small and medium-sized enterprises. Three specialized financial companies, including Menglan and Bosideng, were established to provide targeted services, with positive results. Since 2000, the municipal government has annually invested over 10 million yuan to host the Changshu Clothing & Accessories Expo, promoting the city and its textile and apparel enterprises both domestically and internationally. Companies participating in these events also received subsidies. With strong government and association support, the textile and apparel industry in Changshu has seen remarkable growth. In 2009, the output value, profits, and taxes of large-scale textile and apparel enterprises reached 73.3 billion, 5.2 billion, and 8 billion yuan respectively, representing 28%, 27%, and 17% of the city’s total. Meanwhile, the clothing market achieved a transaction volume of 55 billion yuan, a 120% increase compared to 2005. Over the past five years, the industry has experienced rapid expansion and a significant enhancement in overall strength.
