Changshu: Cluster aircraft carrier advances at full speed

Changshu, located in the southeast of Jiangsu Province, sits at the heart of the Yangtze River Delta economic zone. It has consistently ranked among China’s top economically strong counties and was recognized as one of the "Top Ten Well-off County Towns." As a leading hub for the textile and apparel industry, Changshu is known for its specialized industrial clusters and innovation-driven growth. In 2009, the city's textile and apparel sector included 731 enterprises above the designated size, making up 38% of all large-scale industries. These companies generated an annual sales revenue of 70 billion yuan, accounting for 27% of the city’s total. As a key economic pillar, the industry has long been a focus of Changshu’s development strategy. Since 2003, the city has actively worked to modernize and upgrade the sector, ensuring sustainable growth and competitiveness. To support this effort, Changshu launched the “Light Industry and Textile Industry Adjustment and Promotion Plan” from 2009 to 2012. This initiative outlined clear goals, strategies, and policy measures for the industry's future. In 2003, the Changshu Clothing Association (now the Changshu Textile and Apparel Association) was founded, with specialized committees covering areas such as design, knitting, and down products. Additional committees for dyeing, chemical fibers, and printing are currently under development. The association also established several key institutions, including the Changshu Clothing Information Center, R&D Center, and Training Center in 2004. By 2007, local textile and apparel associations were formed in key industrial towns, helping to unify efforts and improve communication between businesses and the government. These initiatives have contributed to more systematic and coordinated cluster development. Changshu has also implemented supportive policies to boost the industry. For example, textile and apparel companies receive a 10% higher discount rate for technical upgrades. Enterprises listed in the “1126 Plan” get additional support in innovation, branding, and independent research. The city also introduced policies to encourage financial institutions to develop new credit products for small and medium-sized enterprises (SMEs), including those in the textile and apparel sector. To further promote the industry, Changshu has invested over 10 million yuan annually since 2000 to organize the Changshu Clothing & Accessories Expo. This event not only showcases local enterprises but also attracts investment and enhances the city’s image. Participation in international exhibitions is also subsidized, increasing global exposure. Thanks to these efforts, Changshu’s textile and apparel industry has seen remarkable progress. In 2009, enterprises above the designated size achieved an output value of 73.3 billion yuan, profits and taxes of 5.2 billion yuan, and exports of 8 billion yuan—accounting for 28%, 27%, and 17% of the city’s totals, respectively. Meanwhile, the apparel city recorded a transaction volume of 55 billion yuan, representing a 120% increase from 2005. Over the past five years, the industry has grown rapidly, enhancing Changshu’s overall economic strength and global standing.
