When conducting quality monitoring, the industry and commerce departments directly took samples from the mall and sealed them on site, with samples in duplicate. If the company disagrees with the test results within the 15-day appeal period, the industry and commerce department will test the original test sample or a back-up sample sampled at the same time. The enterprises themselves sampled and got any other quality inspection departments to carry out the tests, which have no legal effect.
